Jim joined Arenstein & Andersen Co., LPA in 2026 and his practice is primarily focused on representing clients in litigation matters. Jim has more than two decades of experience handling civil and criminal investigations, complex litigation, and resolving sophisticated disputes across a range of issues and industries, in addition to holding senior leadership and executive roles in organizations and advising executive leadership on legal strategy, risk management, and complex operational matters.
Prior to joining Arenstein & Andersen Co., LPA, Jim served as Chief Legal Counsel/Chief Ethics Officer/Deputy Director for a cabinet-level state agency where he directed all legal, ethics, and compliance functions, in addition to overseeing a multidisciplinary division. In that role, Jim advised executive leadership on enterprise legal strategy, managed significant litigation exposure, and oversaw complex legal and operational matters, including employment, compliance, public contracting, and internal investigations. Having served in senior executive leadership roles, Jim brings a practical understanding of how litigation, investigations, and regulatory matters affect organizations, leadership teams, and employees.
Jim was previously a Principal Assistant Attorney General in the Antitrust Section of the Ohio Attorney General’s Office. As an Assistant Attorney General, Jim led major civil and criminal investigations and served as lead counsel for the state of Ohio in complex litigation matters in state and federal courts. His work included antitrust and competition law, consumer protection, public corruption, white-collar enforcement, and other commercial disputes. Jim served as lead counsel for the state of Ohio in Ohio’s rock salt litigation, State of Ohio v. Cargill Inc. et al., resulting in an $11.5 million recovery for the State of Ohio, and was a member of the investigation and trial teams in Ohio’s insurance litigation, State of Ohio v. AIG Inc., et al., which resulted in recoveries exceeding $30 million. He has investigated and litigated complex matters across numerous industries, including construction, energy, healthcare, insurance, pharmaceuticals, public procurement, technology, and waste management, and regularly worked with state attorneys general, the Federal Trade Commission, and the United States Department of Justice in multistate investigations and enforcement actions. Jim served as lead counsel for the Attorney General in State of Ohio v. Quattro Inc., a prosecution for bid rigging on public contracts resulting in the first state antitrust law criminal pleas/convictions in decades. Jim has also been appointed as a special prosecutor in multiple Ohio counties handling antitrust, white-collar crime, racketeering, and public corruption matters.
